Fish Professor of Nursing at Columbia University, and Dr. Ellen-Marie Whelan, Chief Population Health Officer, CMS Center for Medicaid and CHIP Services, will be presenting research priorities and the practice and policy implications of nursing research through the systems and models of care lens.

Lusine Poghosyan, PhD, MPH, RN, FAANLusine Poghosyan, PhD, MPH, RN, FAAN, is the Stone Foundation and Elise D. Fish Professor of Nursing at Columbia University School of Nursing and Professor of Health Policy and Management at the Mailman School of Public Health at Columbia University. Dr. Poghosyan is also the Executive Director of the Center for Healthcare Delivery Research and Innovations at Columbia University. She is an internationally recognized nurse scientist with health services research expertise and studies the nurse practitioner workforce, primary care organizations, and patient care, particularly for racial and ethnic minority older adults with chronic diseases.
Dr. Poghosyan is the Principal Investigator on multiple large federal- and foundation-funded research projects. She is also the recipient of multiple awards, including the International Nurse Researcher Hall of Fame from Sigma Theta Tau International, the American Nurses Foundation Scholar award, and a Robert Wood Johnson Foundation Nurse Faculty Scholar award.
Ellen-Marie Whelan, PhD, NPDr. Ellen-Marie Whelan, PhD, NP, has served as the chief population health officer at the Center for Medicaid and CHIP Services (CMCS) since 2015. She joined the Centers for Medicare & Medicaid Services (CMS) as a senior advisor at the Innovation Center in 2011, where she coordinates the Maternal/Child health portfolio across the Innovation Center. In both positions, she works on the design, implementation, and testing of delivery system transformation and payment reform initiatives, including how to address social determinants of health. Before joining CMS, Dr. Whelan was the associate director of health policy at the Center for American Progress. Her research and publications focused on the development and passage of the Patient Protection and Affordable Care Act with a focus on system delivery and payment reform, primary care, and health workforce policy.
Dr. Whelan worked as a health services researcher and faculty member at the University of Pennsylvania and Johns Hopkins University. She worked as a practicing nurse practitioner for over a decade in a variety of primary care settings, including an adolescent primary care clinic in West Philadelphia, Pennsylvania.
Dr. Whelan earned a Doctor of Philosophy degree in Health Policy and a Master of Science degree in Nursing with a Nurse Practitioner specialization from the University of Pennsylvania and her undergraduate degree at Georgetown University. She also completed a Post-Doctoral Fellowship at Johns Hopkins School of Public Health in Primary Care Policy.
The NINR Director's Lecture Series brings together top experts from across the nation to share their insights for advancing nursing science with a transdisciplinary audience at the National Institutes of Health (NIH) and the broader biomedical research community. For the 2022-2023 NINR Director's Lecture Series, each lecture will focus on a different NINR strategic plan research lens.
